Introduction

Burma Journalist Protection Committee (BJPC) was formed in October, 2005 at protection seminar conducted by Burma News International (BNI ). The seminar was supported by Southeast Asia Press Alliance (SEAPA ). The main objective of BJPC is to initiate the committee to promote press freedom and access to information for Burmese journalists. BJPC was initiated by five elected members and later extended with 3 more members from Burma Media Association (BMA) at the third Burma Media Conference in November, 2005. At 2005 Burma Media Conference (BMC ), participants voted that journalist protection works to be carried out under the auspices of BMA. Accordingly, a new BJPC was formed in 2005 comprising BNI, BMA and independent journalists, which worked until the new BJPC was formed in BMC 2006.

Objectives

Long-term

  • To increase action for protection of Burmese journalists and media staff
  • To have provided support to Burmese media groups when immediate and emergency protection needed
  • The establishment of functioning and capable organization dealing with protection of press freedom

Specific short term

  • To provide immediate assistance for journalist those who need protection
  • To set up clear mechanism in the committee to define standard of journalists in Burmese media entity
  • To define terms and conditions to protect credibility of committee ID card
  • To initiate screening process to implement process of “committee card” with the mandate of Burmese media entities and with the support of international and regional press alliances
  • To design committee ID card with local languages
  • To have facilitated workshop and seminar to discuss international news safety issues

Activities

BJPC has coalition with Burmese news organizations working in neighboring countries: China, Thailand, India and Bangladesh as well as regional press alliance. BJPC has organized to issue committee card for staff members from Burmese news entities. In October 2006, BJPC sent manifestation forms to all news organizations and journalists to collect their expression regarding journalist ID card issued by the committee. BJPC have collected manifestations from 80 percent of news organizations which desire committee ID cards recognized by regional and international press alliances. Based on those expression and mandate of the committee, BJPC year plan 2007 is designed to continue more activities regards to promote press freedom and better access to information done in the past. BJPC conducted a separate session for protection issue in the last day of BMA annual conference in November 2006. In the session, BJPC has done annual election process together with Burmese journalists participated in the meeting.
